10 to 15 miles an hour. mild this morning, 77 in annapolis. 70 in winchester. cumberland 73. we've got 70s across the board. let me show you the showers that we're watching this morning stretching out from northeastern maryland, just north and west of town. we're seeing it come through areas in howard county, montgomery county, almost to the district. out to the west loudoun county back into northern fauquier really seeing it. there's some of the heavier showers in olney and silver spring headed toward columbia. that will be approaching i-95 in a few minutes. another batch of heavy showers here on 17 north coming out of fauquier county up toward upperville and southwestern loudoun county. going toward 90 but showers over the next couple of hours. 6:00 a.m. here's monika with timesaver traffic. >> good morning, everybody. the beltway is looking good all around town. no issues to report. we're going to zoom up to the northern side of montgomery county. rockville, aspen hill, burtonsville. everything is looking good down into bethesda.

no issues to report on 270 as you come in from germantown down to the point where the lanes divide. i'm show what you it looks like live here from our sky 9 and these are the brake lights forming right now at route 109. that will extend to 121 before your pace improves. on the southern side of maryland no problems to report from 210 to the wilson bridge. northbound route 5 in waldorf north of beantown road, watch out for the accident in the left lane. back over to our graphics, want to let you know that metro orange and blue lines single tracking from eastern market to stadium armory that will cause early morning delays. i'll be back with more traffic coming up at 6:10. >> thank you, monika. today thousands of people are expected to say goodbye to a prince george's county police officer officer. he died last -- police officer. he died last week during a high speed pursuit. >> officer adrian morris was just 23. kristin fisher is live in mitchellville, maryland with more on today's funeral proceedings. good morning.

>> reporter: good morning. the funeral here at the woodstream church is still four hours away but already the parking lot outside the church is filling up very rapidly with lots and lots of police officers. they've got a lot of work to do. not only do they need to prepare for the many road closures that are going to be taking effect during the funeral procession but they also need to prepare inside the church for the hundreds, maybe thousands of police officers from across the country that will be coming here to pay their respects to officer morris. 239-year-old was from -- the 23- year-old was from jamaica, grew up in laurel, graduated from eleanor roosevelt high school and joined the police department in 2009. he had only been on the force for two and a half years when last week he was killed during a high speed chase on i-95. morris was chasing two men suspected of stealing a car when his cruiser flipped. he was ejected and killed almost instantly. >> when you lose a police officer, especially in this type of senseless death, that you really -- you feel it in

your heart. >> it's a thin, blue line. this is part of what binds us together in our victories and in our tragedies we find comfort in each other. >> reporter: yesterday hundreds of fellow officers and their families began saying goodbye at morris' viewing. expect the same kind of turnout at today's funeral. prince george's county police say they are expecting officers to come from literally all over the country. on saturday even the redskins observed a moment of silence before their preseason game at fed ex field which is just a few miles away from prince george's county police headquarters. so again this is the scene just a few hours away now from the start of this funeral but still a lot of preparations still need to be put into place before this can all start because again this funeral procession, if you've never seen a funeral procession for a police officer, it is very long with lots of police cruisers so this is certainly going to be impacting traffic. i'm have more on the suspects

that officer morris was trying to chase down at 6:30. back to you. >> kristin fisher is live in mitchellville, maryland this morning. another prince george's county oimp is recovering after shooting -- officer is recovering after shooting himself in the leg. he was responding to a call from a woman who said she was being attacked by what she thought was a rabid fox. this was in fort washington. the officer was backing away from the fox when he tripped and fell and accidentally shot himself. despite the injury he was able to kill the fog. investigators are going to examine the annal to determine if it was indeed rabid. at 6:04, we're tracking tropical storm isaac. it could make landfall by tonight. forecasters say 2t could grow to -- say it could grow to a category to hurricane before it hits land. people in low-lying areas of

the coast are being told to get out. coming up in about six minutes, we'll get a live report from new orleans and find out if the city is ready for this storm seven years after hawrt. students -- after hurricane streart. students at a maryland high school will try to restart the school day. that's because the first day was marred by a shooting in the cafeteria. police say a 15-year-old student came to the school with a gun and fired at random hitting a 17-yard. that student was script -- 17- year-old. that student was critically wounded. at this point the shooting appears to be random. >> i didn't know if it was a gunshot or a firecracker so i just ran. >> that's when people were screaming and running. it was just chaos getting out. it was really scary. >> police have not released the gunman's name. they do believe he acted alone. other students are crediting a guidance counselor with taking down the gunman and preventing

further violence. this afternoon d.c. mayor vincent gray is going to unveil a plan to stop campaign finance abuse. he asked the city's attorney general to come up with some reforms to stop campaign finance problems, ban certain tactics by lobbyists and put an end to the use of money orders when it comes to funding campaigns. of course several of mayor gray's very own top campaign donors in 2010 are accused of running a shadow campaign on his behalf. and some of them are heading to prison. democrats on the hill say the capitol dome needs repairs and needs them now. that work will cost about $61 million. new york senator charles schumer says there are more than 1300 cracks in the landmark dome and it's starting to leak. he wants money to fix the dome put into a stopgap spending bill which should be passed in the next few weeks. 9 reflecting pool on -- the reflecting pool on the mall looks like a pool again. the water is back in after a 20- month construction project.

crews repaired the base of the pool and redid the landscaping around its sides so now the pool will be lit up and night and really be reflectful. >> it's nice to have it back. 6:07. still to come, see the new mural on one of our favorite places. >> something to look at because the lines are long to get n. howard says we could see clouds and rain early this morning but will the whole day be a washout? your weather first is straight ahead. >> first, do you feel the pressure? well, college kids sure do. akivity attract -- aktivity attracting attention -- activity attracting attention on the shoulder. the gulf coast is making its final preparations this morning for isaac. the tropical storm could be making landfall by tonight. >> thousands of people who live in low-lowing areas have -- low- lying areas have been told to get out. we go live to new orleans. what are conditions there like now? >> reporter: good morning you to. we're just seeing light rain, maybe a few wind gusts, nothing too e. dream right now. unlike the coastal communities in louisiana, mo mandatory evacuation has been called here in new orleans but the mayor is telling residents who live outside the city's levee protection area to leave their homes for higher ground. plywood is popping up all over new orleans in preparation for isaac. >> right now i feel all right. we're very much protected. >> reporter: forecasters predict isaac could hit as a category two hurricane as early

as tonight. a day before the seventh anniversary of katrina. >> we're out here. if it's going to hit us direct. if not, we'll stay and tough it out. >> reporter: interstate 10 heading out of town was packed yesterday with evacuees. >> i almost made a mistake of staying for katrina. i said i would never make that mistake again. >> reporter: new orleans airport was also busy. all flights are canceled today. it was the sun before the storm in plaquemines parish where some areas are under mandatory evacuation. an erie reminder of seven years ago. >> it's crazy. brings back a lot of devastating memories. i lost a lot of stuff downing home. i'm just hoping for the best. >> reporter: more than 50,000 people in low-lying areas have been told to evacuate but not everyone will listen, confident the rebuilt $14 billion levee system will hold and keep them safe. >> we're going to stay and ride it out. >> reporter: the waterfront community is outside the levee system. almost all of the 1,000 residents are leaving. >> we had a couple of people stay here for katrina, believe

it or not. and it was very, very scary for them. i asked them would you stay again they said absolutely not. >> reporter: it was the failed levees that flooded new orleans after katrina killing more than 1800 and leaving $81 billion in damage. but officials say this time the city is ready. new orleans will not operate any shelters of last resort but four locations have been added to keep the homeless protected here. >> you're talking about no mandatory evac yeases -- evacuations for the city of new orleans. seems like a different culture, different mood from leadership getting people ready for this storm versus what happened seven years ago with katrina. >> reporter: certainly a lot has changed. in terms of the preparedness and the level of notifying residents, everyone is very much on high alert. it's a much different storm than katrina and so far

officials haven't seen the need to put out that mandatory evacuation. >> is the track still on to come right over the city of new orleans? >> reporter: it is. it's expected to make landfall as early as tonight, possibly as a category one. >> gibad shaban reporting live from new orleans. >> you can follow isaac's path by visiting wusa9.com. we have interactive doppler radar on the front page. you can also download our free hurricane tracker. just go to the weather center. it is 6:14. howard is here. it's a very different storm than katrina. tropical storm isaac. you've been saying that as well. how different does that make it as far as the damage it could do? >> katrina was a category five in the gulf. this is not even a hurricane yet. likely will get there but a minimal hurricane category one over the next couple of hours. so it doesn't have that tremendous storm surge and the winds too. the levee system after seven years and billions of dollars

should be far better shape. so i don't have the expectation that this will be anything close to what katrina did as far as the flooding. there will be some damage, however. the rains may be a problem, especially in mississippi. here's a look at isaac right now showing you the radar presentation. we're trying to -- starting to see maybe an eye trying to form. this is about 120 miles southeast of the mouth of the mississippi river. definite circulation showing up now with some heavy showers and storms mainly in the gulf of mexico. we're watching it try to rotate back toward land. this will move inland as we go over the next few hours and the winds will pick up. isaac is forecast to strengthen a little bit between now and landfall sometime late tonight in southeast, louisiana. i stop the clock at 8:00. overtight tonight is when conditions will be the worst for the new orleans area. tomorrow this storm will be near baton rouge and pulling away toward mississippi and monroe, louisiana and weakening

to a tropical storm and a tropical depression and potentially making the turn. we might see a little bit of the moisture from isaac as we head into next week and into sunday, labor day. bus stop forecast, a few showers coming through right now. temperatures are running in the upper 60s to upper 70s. sunrise in a few minutes at 6:34. we're going to see some sunshine but not as much this morning as we will this afternoon. middle of the day 85. we'll get into the upper 80s to near 90 with maybe a stray shower this afternoon and 82 still at 8:00 p.m. there are the showers we're watching. you can see them coming across areas generally north of town right now as it's coming through northern virginia, up toward baltimore and howard county. i want to take you there because a heavy shower here not far from lowell south of columbia so coming down 29 if you wait a few minutes conditions will improve. scattered light showers in montgomery county and they keep up western loudoun and northern part of fauquier. look at haymarket to just west of aldie. they'll be coming through the

district the next hour, hour and a half. we're in the lower 70s. a pretty sky this morning with broken clouds. we'll show you the three-day forecast. today 90. very warm. a few showers mainly this morning. took 70. wednesday a beautiful day. 88 thursday. friday turns hot 95. look at the weekend. it depends on isaac. i think by monday a by chance on labor day for some showers and storms with a high of 85. 6:17. monika samtani, some issues this morning. we have had some issues. as we begin to see some daylight, bridge inspectors at the chesapeake bay bridge decided to close down the westbound side of the bridge span as therefore you're going to have to use the eastbound span for two-way traffic. on the northbound side of i-95, at least that looks good right

now. no problems to report. just some slow traffic into woodbridge and then beyond that toward newington and springfield. we'll take a live look right now on the northbound side. in springfield you're going to find that congestion leaving route 644 up to the beltway. let's go further north on to 395. there's been some activity right here with the flashing lights. that's attracting attention coming up from edsall road toward duke street. beyond that still looks okay to seminary road and the 14th street bridge. back over to the maps this time to southern maryland. northbound on route 5, north of beantown road, an accident is in the left lane. other than that things are looking good from brandywine on route 5 up to the beltway, 210 in oxon hill. and a live look outside once more and no delays from 210 to the wilson bridge. back to you guys. one of washington's landmark institutions is getting a new look. a brand new mural on the equal of ben's chili bowl. >> it's definitely something to look at on your way in to get that half smoke. it features four of the

welcome back. 6:23. your weather first. we're looking at a couple of showers coming through the region. right now they're north, northwest of town. they'll be blowing through the immediate metro in the next hour or so, generally on the light side. we have a couple of showers this morning. looking at some brighter skies to the east right now in tysons corner. by lunch time it will be a lot brighter, 85, sunny. this afternoon highs near 90. the redskins have just one more preseason game before the real season begins september 9. >> defense who? >> new orleans in the mercedes- benz dome. >> can i ask who you're going

welcome back. 75 degrees. i'm outside on the weather terrace with your weather first and i've got the umbrella. a couple of light sprinkles coming through d.c. it has just ended for the moment. we'll show you radar in a moment. want to start with a look outside. mostly cloudy skies across the region. temperatures 75 at national. 85 by noon. we are seeing more sunshine here over the next few hours as the line of showers, the main one, is coming through now with a high near 90. 75 here in washington with 77

in annapolis. the humidity is up. 70 in winchester and oakland down to 64. even cup betterlands is at 75. -- cumberland is at 75. these are the showers we've been waffing. they've gone -- watching. the they've gone through washington. cag out of fauquier and loudoun. about to move into fairfax. there's the heavy stuff, though. you see it up toward just south of bwi crossing route 1. silver spring, heavier shower there. if you're approaching the beltway, you'll see that heavier shower also from 66 about to move into fairfax. let's go inside and check in with monika, talking about route 66. how is it looking? that is not too bad this morning. on the inbound side of i-66 just a little heavy between manassas and centreville but other than that, 66 has been good. no problems on the bw parkway or route 50 through cheverly trying to get into the northeast corridor. in my last report i did tell you about some issues over on the bay bridge. inspectors have closed down the

westbound side for the morning rush hour due to some emergency inspections that they need to do. let's take a look live there. it is causing delays because what they're doing is diverting this traffic on to the eastbound span which is now going to carry two-way traffic for the morning rush hour. so this is the westbound side of route 50 trying to get on to the bay bridge. that delay caused because of those inspections this morning. so keep that in mind if you're planning to head westbound or eastbound really both directions of the bay bridge. let's go back over to the maps and this time over to virginia. as i said 66 looks final. no problems on the dull -- fine. no problems on the dulles toll road coming in from the airport all the way inbound towards tysons. this time northbound 395 a little activity north of duke street on the shoulder causing some delays coming up from edsall road. other than that 395 looks great to the 14th street bridge. i'll be back with more traffic at 6:43. back to you guys. >> thank you, monika. tonight in tampa, virginia

state delegate barbara comstock will second the nomination for mitt romney for president. >> he spoke with cbs news and he was asked about the republican platform which calls for outlawing abortion in all cases. >> my position has been clear throughout this campaign. i'm in favor of abortion being legal in the case of rape and insist and the health and life of the mother. but recognize this is the decision that will be made by the supreme court. the democrats try to make this a political issue every four years but this is a matter in the courts. it's been settled for some time in the courts. i've come down on the side of life. i respect people who have a different point of view with regards to contraceptives. of course people have a right to use contraceptives. >> charlie rose is live on the convention floor in tampa. charlie, good morning. what can we expect today? >> good morning, mike and andrea. the republican convention gets into full gear. that's what we'll start with.

goodbye to officer morris. >> kristin fisher is live in mitchellville, maryland with a preview. good morning. >> reporter: good morning. a funeral procession for a police officer killed in the line of duty is a very big deal. expect dozens of police cruisers in the funeral procession. there are going to be lots of road closures. it's a major undertaking so prince george's county police officers have already started filling the parking lot. you can see them gathering there. they're gathering early to prepare. this funeral is still three and a half hours away. officer morris was just 23 years old. he had been on the force for just two and a half years when last week he was killed during a high speed chase on i-95. yesterday hundreds of his fellow officers came together to attend his viewing. he was very well known, very well liked. excited to be protecting his community. he wanted to be a police officer his whole life and he died doing the job that he loved. morris was chasing to men suspected of stealing a car

when his cruiser flipped killing him almost instantly. the two men he was chasing are now in police custody. 24-year-old kenneth mitchell was arrested the day after the crash. kevin neil turned himself in two days later. both have been charged with felony theft. prosecutors are considering adding vehicular manslaughter as an additional charge, but none of that of course will bring officer morris back. his funeral today is set to start at 10:00 followed by that funeral procession. if you're in the area again you're going to need to plan for a few delays. expect lots of road closures because literally hundreds, possibly thousands of police officers from all over the country are expected to be attending this funeral here today. back to you. >> kristin fisher reporting live in fishelville -- in mitchellville, maryland this morning. d.c. council chair phil mendelson wants to ease at least one part of the city's gun laws.

' introduce add plan -- he's introduced a plan which would allow nonresidents to avoid criminal charges if they were found with an unregistered firearm or ammunition. mendelson tells the washington examiner it would help people who make an honest mistake in violating the city's laws. he adds it would be very limited to a circumstance where there is no other charge, no other issue, no reason to be concerned about the safety of citizens or government officials. mayor vincent gray is reviewing the proposal. all eyes are on tropical storm isaac this morning. it's churning in the gulf of mexico and could reach hurricane strength at any minute. people from the east portion of texas all the way to the florida panhandle are now waiting for isaac to arrive. residents are boarding up and preparing for the big storm. thousands of people living in low-lying areas have already started evacuating. isaac is taking a track eerily similar to hurricane katrina. that hit seven years ago tomorrow. the date isn't lost on the residents or the officials in

that part of the country. >> we just hope it's not to that level. we are better prepared to manage it but of course it adds to the anxiety to all of us. >> the national guard has activated more than 5400 members already. they want to be ready to deal with whatever isaac leaves behind. the storm is already being blamed for 24 deaths in the caribbean. it is 6:37. jessica doyle is off today but we're still watching your money and isaac is already having an impact. you can expect to see a spike in gas prices over the next few days. oil refineries in the gulf are shutting down ahead of the storm. the gulf processes 44% of crude oil in the united states so a prolonged shutdown could have a huge impact. energy experts hope that's not the case. >> as long as there's no significant flooding that could do longer lasting damage, refineries could be back up and running again, too, probably

over the course of one or not more than two weeks. >> this is where gas prices are this morning. in the d.c. metro area aaa says regular grade averages $3.74 a gallon, up 3 cents in a week and up 23 cents in a month. nationwide the average sits at $3.76 a gal long. there may be a positive impact if isaac and the rain it could bring to the south and midwest. the storm will bring rain to areas hit hard by the drought this year. that would benefit winter crops like wheat. it could help keep grocery prices in check for all of us. es 6.-- $6.38 right now. oprah's show is over and the tv network isn't doing well but she's still the woman to see if you need to borrow. she made $165 million from may 2011 to may 2012 but that's down $125 million from the year

good morning. welcome back. it's 6:43 and 75 degrees. we've got some issues to -- to tell you about this morning. a long slow stretch from i-70 down toward route 109. you're going about 16 miles an hour. an accident just reported before route 109. no lane information given to us yet. we'll take a live look outside and show what you it looks like

beyond the accident. you can see that traffic is moving pretty well down toward 121 and germantown. back over to our maps. there's an issue first of all on the outer loop of the belt ware, the ramp to route 1 in college park where there's a disabled vehicle. it will be slow from 95 to university boulevard on the outer loop. let's take a live look over at the bay bridge. there are some emergency inspections going on on the westbound span. that westbound span is now closed. two-way traffic on the eastbound side of the bay bridge. that's what's causing this delay westbound on route 50 trying to get across the bay bridge. on the eastbound side i took a look at traffic and it looks like it's okay eastbound bay bridge but it's the westbound side that's mostly affected by this. and we'll also take a live look from our sky 9. this is the northbound side of i-395 leaving edsall road trying to get past duke street. there's been some activity on the shoulder there the flashing lights catching some attention causing this delay. i'll be back with more traffic coming up at 6:58. back to you.

moving northwest at 12. category one storm forecast by the hurricane center. this is 8:00 tonight. just off the mouth of the mississippi river. overnight look at that up to about 85. that's a little weaker than what we saw this morning but still a category one hurricane. going to bring 10 to 15 inches of rain. a storm surge ten feet or more. the tides are just right and all sorts of problems. not katrina but a hurricane nonetheless and then the remnants of this storm tracking toward indiana by sunday, potentially around here on labor day we could be looking at a little moisture. the bus stop forecast featuring a couple of showers with temperatures in the upper 60's and upper 70s. our day planner, we are going to see the showers around for the next couple of hours. then we get to 85 by noon. near 90 with sunshine and a stray shower this afternoon. there are the showers this morning that are coming through the region. we'll take you close in. you can see that we've got light showers montgomery county, heavier shower here just into college park. also look at this coming toward

fairfax county. approaching arlington and d.c. the heavier showers. temps this morning are running in the low to mid-70s across the board. i want to show you our weather camera because in tysons we had some showers. you can see some of the rain in the distance and a temperature of 75. here's our forecast. today we're looking at 89, 90 degrees this afternoon and some drier air filters in. 70 tonight w-6s on in the burbs -- with 60s in the burbs. looks gorgeous on wednesday, 85. 88 on thursday and friday hot with a high of 95. a lot of young drivers sharing the road with you this morning on their way to school. >> indeed. there are a lot of distractions, too, but as lesli foster shows us, there are some apps that parents can use to help keep an eye on their young drivers. >> reporter: the new school year could mean more driving privileges for some teens. according to federal government statistics, younger adults 20 and under are more susceptible

to distraction. now parents can enlist the help of some apps to make sure their teens develop good driving habits early. the drive safely app for apple, android, blackberry and windows reads texts and e-mails out loud in real time. drivers can respond without touching the phone and they don't have to take their hands off the wheel. a family of four can use the app for $10 a month. the apple and an troid teen agree app lets parents use gps to keep tabs on their teen's driving and speed. it can track several young drivers in a family. and the key to safe driving app works with hard ware installed in a car. it blocks incoming text messages and phone calls. those calls go to voice mail and the texts get an auto reply. >> that was lesli foster reporting. zoom safer is another app that limits driver's ability to make a text or take a call when driving. in june the department of transportation implemented its

later on today. a d.c. judge says those new taxi meters must be installed in district cabs. one of the company's that wanted to provide the equipment sued to stop the installation. there are other legal fights over these meters which could last through october. the spotsylvania county sheriff's office will honor some heros from a vicious storm last month. they helped get people to safety after a building collapsed. several people were hurt but thanks to some quick action, the situation did not get any worse than that. our time 16:54. time to -- is 6:54. time to reveal the answer to the question of the morning. according to "u.s.a. today," 26% of teenagers have never tried doing which of these things? is it a, check out a book from the library, b, write and mail a handwritten letter, or c, ride a bicycle. >> the answer like andrea said was c, ride a bike. i was wondering if that was maybe kids live in urban areas where it's not safe to ride a bike. >> or they're driving. when you think about e-mails
